What is accessibility?
In the digital landscape, accessibility means that websites and mobile apps can be used by everyone, including people with disabilities or special needs. For instance, someone with motor impairment might not be able to use a mouse, touchpad, or touchscreen. In such cases, it’s essential that every function and element on a website or app can be accessed using a keyboard.
Similarly, a person with visual impairment may not be able to see images or the user interface displayed on a screen. To accommodate this, images need descriptive text, and user interfaces must be compatible with screen readers.
Legal Framework and Standards
Website and mobile app accessibility is increasingly being mandated by laws. For example, the EU Directive 2016/2102 requires most public sector bodies to comply with web accessibility standards, compiled in EN 301 549. In Estonia, the Consumer Protection and Technical Regulatory Authority oversees and enforces this directive.

While WCAG is not a formal standard, it’s a set of recommendations designed to make web content accessible to everyone. The guidelines themselves are fairly technical and can be confusing, especially for those new to web accessibility.

However, their broad scope and practical relevance have made WCAG the most well-known web accessibility guidelines globally.
For this website, we've considered WCAG 2.1 standards and aimed to meet at least AA compliance, with some elements from the stricter AAA level. We test the site internally and haven't yet involved third-party reviews for accessibility assessments.
